NOTICE IS HEREBY GIVEN that the Mayor has called a Special Meeting of the City Council of the City of Malibu to be held at Malibu City Hall, 23825 Stuart Ranch Road, Malibu, CA 90265, at 3:00 p.m. on Tuesday, March 4, 2025, for the purpose of confirming an emergency order, holding a Disaster Rebuild Ordinance Workshop, and holding a public hearing for the first reading of Ordinance No. 524.

Items in Consent Calendar Section A have already been considered by the Council at a previous meeting where the public was invited to comment, after which a decision was made. Resolutions concerning decisions made at previous meetings are for the purpose of memorializing the decision to assure the accuracy of the findings, the prior vote, and any conditions imposed. Items in Consent Calendar Section B have not been discussed previously by the Council. Members of the public may comment on the consent calendar as a whole. After public comment, the Council may remove items from the Consent Calendar for individual consideration before adopting the Consent Calendar.

Confirmation of the Director of Emergency Services Order Relating to the Palisades Fire Recovery Recommended Action: Confirm the Order of the Director of Emergency Services dated February 28, 2025, directing law enforcement to set up and police resident-only access checkpoints at specified roads in response to the Palisades Fire recovery and extending the order through March 14, 2025.

The City Council will hold a workshop on the proposed Local Coastal Program Amendment and Zoning Text Amendment for rebuilding structures damaged or destroyed by natural disasters, including but not limited to, the 2025 Palisades Fire, 2024 Franklin Fire, and 2024 Broad Fire. Members of the public will have the opportunity to speak with Councilmembers and subject matter experts in an open dialogue and will not be limited to normal public comment time limits.

Local Coastal Program Amendment No. 25-001 and Zoning Text Amendment No. 25-001 – An amendment to the Malibu Local Coastal Program and Malibu Municipal Code Title 17 (Zoning) Modifying Standards and Procedures to Facilitate the Rebuilding of Structures Damaged or Destroyed by the 2025 Palisades Fire, 2024 Franklin Fire, and 2024 Broad Fire
Recommended Action:1) After the City Attorney reads the title of the ordinance, adopt Urgency Ordinance No. 524U, approving Zoning Text Amendment No. 25-001, an amendment to Title 17 (Zoning) of the Malibu Municipal Code updating regulations to facilitate the rebuilding of structures damaged or destroyed by natural disasters, including but not limited to, the 2025 Palisades Fire, 2024 Franklin Fire, and 2024 Broad Fire to provide relief for those affected, declaring the urgency thereof, and finding the amendments are exempt from the California Environmental Quality Act; 2) After the City Attorney reads the title of the ordinance, introduce on first reading Ordinance No. 524 approving Local Coastal Program Amendment No. 25-001, an amendment to the Local Coastal Program and Zoning Text Amendment No. 25-001, an amendment to Title 17 (Zoning) of the Malibu Municipal Code updating regulations to facilitate the rebuilding of structures damaged or destroyed by natural disasters, including but not limited to, the 2025 Palisades Fire, 2024 Franklin Fire, and 2024 Broad Fire to provide relief for those affected, and finding the amendments are exempt from the California Environmental Quality Act; and 3) Direct staff to schedule second reading and adoption of Ordinance No. 524.

Items in Consent Calendar Section B have not been discussed previously by the Council. If discussion is desired, an item may be removed from the Consent Calendar for individual consideration. Councilmembers may indicate a negative or abstaining vote on any individual item by so declaring prior to the vote on the motion to adopt the entire Consent Calendar. Items excluded from the Consent Calendar will be taken up by the Council following the action on the Consent Calendar. The Council first will take up the items for which public speaker requests have been submitted. Public speakers shall follow the rules as set forth under Oral Communication
